Citizens Complaint Forms
Dear Citizens:

In a continuing effort to serve the citizens of McLean County, the McLean County Sheriff’s Office has provided a downloadable Citizens Complaint form and instructions for those citizens who feel uncomfortable picking up the form and information in person at the Law and Justice Center. The form and instructions are available in English and Spanish.

Step 3: Please return, by mail, to the McLean County Sheriff’s Office at 104 W. Front St., PO Box 2400, Bloomington, IL 61702-2400, attention Sheriff Mike Emery.

Alternate Methods to Obtain the Citizen Complaint Form:

  • The Instructions and the complaint form will also be available at the Bloomington Public Library, 205 East Olive St., Bloomington, Illinois.
  • Citizen complaint forms can also be mailed to a citizen by emailing carl.boyd@mcleancountyil.gov or by calling 309-888-5034 during regular business hours.
  • After hours please contact the Patrol Division Desk at 309-888-5019.

Citizen Complaint Follow-up Procedure:

Once a complaint is received, it will be forward to the Division Commander within the Office who oversees the employee involved. That Division Commander will conduct an investigation into the allegations contained within the complaint and will communicate his/her findings in writing. Under most circumstances we will reply to most complaints within one week.
