Animal Control: Rabies Prevention and Beyond

The Animal Control Center is located on Morris Avenue, three miles south of Bloomington.  It is open Monday-Friday 9:30-1:00 and 2:00-4:30. Animal Adoption Services end at 4:00. The facility is closed Saturday and Sunday.

Rabies Registration Tags
The main purpose of Animal Control is to protect pets and people from rabies, which is a fatal disease, through the enforcement of Illinois law and the McLean County Dog Registration Ordinance. This ordinance requires all dogs to be registered with McLean County Health Department after a veterinarian vaccinates them for rabies. The vaccination is not valid until registration. Anyone new to McLean County must also register dogs within 30 days of moving.

Under McLean County ordinance, cats are now required to be vaccinated for rabies. Learn more about the requirements for cats to be vaccinated for rabies.

Illinois law requires adopted animals to be spayed, neutered and vaccinated for rabies. Fees for adoption are as follows:

Stray Animals
Animal Control responds to calls about stray animals within subdivided, unincorporated areas of McLean County. Contracts in place with the City of Bloomington and Town of Normal provide for removal of animals only when dispatched by the police departments of the two municipalities.

Owners whose dogs or cats lack current rabies vaccinations could face $100‐$250 in fines (up from $25) for first and second offenses and $500 fines for subsequent offenses. Pet owners may also face additional fines for reclaiming their pets should they be running at large and picked up by Animal Control.

An additional $20 charge also applies per occurrence for each prior incident of impoundment of any animal owned by a person owning, or having owned, any animals impounded two (2) or more times during a calendar year.

Bite Investigations
Animal control officers also investigate bite incidents. Please call Animal Control at 888-5060 to report an animal bite. A bite impoundment fee for an animal held after a bite investigation at the Animal Control Center is $20 a day.
