Selling Raffle Tickets in McLean County 

The sale or issuance of raffle chances may be conducted within all areas of McLean County, including the Illinois State University campus and property. View the McLean County Ordinance to License and Regulate Raffles.

Applying for a License

Applicants must complete the Raffle Application Form (PDF), which includes a fidelity bond (Classes B, C, and D) and request for waiver of bond (Class A only).

Organizations applying for a raffle license must have been in continuous existence for at least 5 years.  A non-profit fundraising organization that has not been in existence continuously for 5 years that the county determines to be organized for the sole purpose of providing financial assistance to an identified individual or group of individuals suffering extreme financial hardship as the result of an illness, disability, accident, or disaster may also apply for a raffle license. 

Application fees can be paid in check or cash. Checks should be made payable to the McLean County Treasurer.

Classes of Licenses Available

Depending on the aggregate retail value of all prizes or merchandise to be awarded, you will need to apply for a Class A, B, C, or D license. Associated fees are as follows.

Please note: No Class B, C, or D licenses will be issued until the applying organization's raffle manager has first obtained a fidelity bond pursuant to Section 24.67-1 of the County Ordinance.

Be advised that all applications for Class C and Class D raffle licenses must be approved by a McLean County Board Committee that meets only once a month. It is recommended that your application be submitted to the County Administrator's Office at least 30 days in advance of your raffle, so that it may be timely placed on the committee agenda.
